How come Circuitcity.com and Sears.com assess tax for the mechandise they ship to the District of Columbia?

It’s to pay for the guns and bullets the delivery people need
sales tax is usually based on where the product ends up. your county, state and city have statutes and regulations requiring businesses to collect and remit sales taxes to them. the businesses get no benefit from these taxes - in fact they are a burden to administer, but it is one of the costs of selling goods.
