Circuitcity and sears do not have a store in Washington, DC but they charge for tax for online orders they ship to DC.

Please correct me if I am wrong, but if these stores do not run business in DC, then they must not charge tax, right?

      It’s to pay for the guns and bullets the delivery people need

      sales tax is usually based on where the product ends up. your county, state and city have statutes and regulations requiring businesses to collect and remit sales taxes to them. the businesses get no benefit from these taxes - in fact they are a burden to administer, but it is one of the costs of selling goods.
